PURPOSE: Plan, coordinate, and supervise the operation of the personnel services office in such a way as to enhance the morale of the school district personnel, promote the overall efficiency of the school system, and maximize the educational opportunities and benefits available to each individual child.

Our buildings consist of one pre-kindergarten/early learning center, ten K-6 elementary schools, four K-8 schools, one middle school, two high schools, and a K-12 alternative education program as well as a social-emotional alternative program. Three of our facilities are magnet schools, including a Pre-K to 8th-grade Montessori school. Families have the option to apply to schools of choice: STEM Academy, a candidate International Baccalaureate school, and a fine arts program. The District is also the administrative agent for the Macon-Piatt Special Education District. QUALIFICATIONS:
- Illinois Administrative Licensure or SPHR/PHR
- Master's Degree, plus graduate training in personnel management or school personnel administration, Labor Relations, Human Resources, or related field required;
- Background in labor relations related to the education sector or public sector at federal, state, and local levels.
- Understanding of Illinois School Codes and/or worked in the education field.
- Specific skills, such as negotiation, mediation, arbitration, and leadership.
- Excellent verbal and written communications and strong interpersonal communications.
- An understanding of specific labor relations needs and challenges related to the Districts' collective bargaining agreements.
- Strength in situation leadership, ethics, problem-solving, strategic thinking, and cultural competency.
- Ability to maintain good working relationships with employees, union leadership, and students.
- Ability to communicate to staff in an acceptable/courteous manner.
- General knowledge of the principles of supervision, organization and administration.
- Ability to maintain complete and accurate records and to develop meaningful reports from them.
- Ability to effectively express ideas orally and in writing.
- Knowledge of Microsoft Office programs including Word, Excel, Access, PowerPoint, etc.
- Affirm classifications and salaries to the Business Office
- Ability to develop and implement short and long range plans and progress.
- Three years of administrative experience, preferably in personnel management and/or education.
- Such alternatives to the above qualifications as the Board may find appropriate and acceptable
ESSENTIAL FUNCTIONS:
(The following are the essential fundamentals to include but not limited to the following job duties.)
- Manage the day-to-day operations of the Human Resources Department.
- Assist with developing and monitoring policies related to the Human Resources Department.
- Represents District in contract negotiations, meetings, and negotiations with employee and labor organizations.
- Collaborates with leadership on matters of policy and terms of memorandum of understanding before and throughout negotiation process.
- Collaborates with legal counsel and departments in the preparation for and participation in negotiation with employee and labor groups.
- Oversees and disputes resolutions involving employees, management, unions, government agencies, other firms, etc.
- Advises management on issues regarding union-management relations, such as contract negotiations.
- Advises the HR staff to ensure compliance with the union contract.
- Meets with elected union officials.
- Leads monthly labor management meetings.
- Assist in analyzing information and data necessary to define and discern cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.
- Researches and explains laws and legal affairs concerning employment to building administrators, managers, supervisors, and employees.
- Advises and trains building administrators, managers and/or supervisors in best labor relations practices and strategies for managing supervisor problems and employee grievances. Develops further training as needed.
- Work with necessary personnel to ensure various contract compliance.
- Attend regular meetings with Central Administration.
- Plan, develop, and revise personnel management policies in accordance with state litigations for submission to the Board of Education.
- Monitor the provisions of various contracts and salary schedules for personnel.
- Maintain communication with legal representation.
- Review investigative documentation for potential discipline of District employees.
- Maintain all personnel contracts of the District.
- Develop and maintain a system of personnel records for all District employees.
- Manage and monitor all grievance procedures filed within the District.
- Serve as the District's Affirmative Action Equal Opportunity Employment Officer.
- Other duties as assigned.
- Recommend/present all personnel assignments, transfers, dismissals, and promotions to the Superintendent or designee.
- Support the Superintendent in overall administrative efforts.
- Affirm classifications and salaries to the Business Office.
- Review and maintain department budget data.
- Maintain records of personnel.
- Administer provisions of the School Code as they apply to all personnel actions.
- Supervise and evaluate staff within the Human Resources Department.
- Monitor selection plan for the best qualified teachers and personnel.
- Maintain communication with District administration regarding all deadlines relating to the Human Resources Department.
- Prepare recruitment and retention reports for BOE.
- Maintain communication with area colleges and universities regarding District recruitment needs.
- Maintain documentation for Leave of Absence/FMLA and ADA and distribute to other departments as required.
- Collect and maintain confidential documentation related to District litigation.
- Serve as the District's EEOC Compliance Officer.
